Add olive oil to a 4-5 quart sauté pan over medium-high heat.

Fry the smoked kielbasa and onions until browned. Add garlic and cook until fragrant, about 30 seconds.

Add chicken broth, diced tomatoes, milk or heavy cream, dry pasta, salt, and black pepper. Stir well.

Reduce heat to medium and simmer for 15 minutes, or until the pasta is tender.

Remove skillet from heat. Stir in 1/2 cup of shredded Cheddar cheese until melted.

Top with the remaining cheese and cover. Let sit until cheese is melted, spotty brown, and bubbly. Sprinkle with sliced scallions and serve immediately.
