In a skillet over medium heat, cook the ground beef until thoroughly browned, breaking up with a spatula as it cooks. Drain any excess fat.

Add cream of mushroom soup, milk, garlic powder, onion powder, salt, and black pepper to the cooked beef. Stir until well incorporated and heated through.

Lightly grease a large baking dish. Evenly spread the beef mixture into the base. Layer the drained corn atop the beef, followed by a uniform sprinkling of shredded cheddar cheese.

Arrange the frozen tater tots evenly on top of the cheese layer to fully cover the surface.

Transfer the dish to the preheated oven and bake for 30–35 minutes, or until the tater tots are golden and crisp.
